Deployed script giving error "Call to download server failed (HTTP error code: 12007)..."

Successful installation of a deployed matlab script (2017a) by all colleagues globally accept one person. He has successfully installed the MCR separately for 2017a.

I would like to know: 1. How to help this individual get the script installed. 2. Why the installer is trying to download something from the web.

This issue was solved on Windows by an IT support person who updated the user profile. Apparently, the HOME user variable was not setup properly to be %USERPROFILE%. My guess is that this may have caused the installer to not use the proper proxy to get through my company's firewall.
