Source code for license plate recognition

Hello, I have tried various codes in Matlab for reading the plates but I have not found one that is able to recognize a plate, for example, inclined. Or recognize a plate that is not necessarily in the foreground in the picture. Can you help me?
I would like a source code that is able to recognize the plates with an angle of this type:
