Why do I encounter a "Received fatal alert: protocol_version" when installing a Support Package in MATLAB R2017a or earlier?

When installing a Support Package in MATLAB R2017a or earlier, I keep getting this message (Fatal Alert: Protocol_version). The installer says that "MATLAB is in the middle of a downloading operation".

If you are seeing this error message when installing a Support Package into a release of MATLAB that is R2017a or older, then you will need to follow the directions from the Bug Report link below to resolve the error.

My experimentation a moment ago with Firefox showed that clicking to download the attachment failed to bring up the appropriate page whenever I have Firefox configured to tell websites "Do Not Track". Turning that off allowed me to start the agreement and do the downloads.

In each case, the repair is to go into the bin directory of your MATLAB installation, and go into the architecture-specific directory there such as win64 for windows, and to change or add a java.opts file with content
-Dhttps.protocols=TLSv1,TLSv1.1,TLSv1.2
