MATLAB2015b & Visual C++ 2015でdllを作成しようとすると、mccExcludedFilesに「ターゲット環境MCR向けにパッケージ化できません。ライセンスCompilerによってパーツリストから削除されました。」とメッセージが出ます。これは何ですか？

複数の可能性が考えられます。以下３点についてご確認ください。
1. VC++ 2015 ProかExpressか
Supported and Compatible Compilers Release 2015bにありますように、R2015bではVC++ 2015 Professionalをサポートしております。 まずは、適切なコンパイラを選択されているかどうかについてご確認ください。

2. MATLAB Compilerがサポートしていない関数が含まれている
