"dir" command gives wrong modification date

I am trying to get the modification time for a list of files that are contained in a single directory using the command "dir".

For each file I get a structure containing the modification date (string and number), but it doesnt match the modification time given by Window OS (as shown in explorer) of the modification time written inside the files itself - there is exatcly one hour shift.

What can cause it?

I'm also not able to reproduce, but any time I encounter a 1 hour time difference in a computer, I suspect it has something to do with daylight savings time.
