Which Matching algorithm will be suitable for segment matching?

Here is the Matlab code for currency recognition. Here I want match a segment of note with another. Which matching algorithm will be good for this? As here if I use 2 different image( 200_f and 200_frnt) of same currency then its showing its not matched or fake. Only in case the same image in both test and train it shows genuine.Please help me to solve the issue.
