No. The set of toolboxes associated with any given TAH license is negotiated between the institution and Mathworks. TAH is a variety of license, just like "Student" or "Home" is a variety of license: it is a pricing model, not the list of products selected.
Your institution would need to ask Mathworks about the cost of adding Production Server to the license.
