deploytool.exe comes with Unable to load Java Runtime Environment.

Matlab 2017a works and no other java environment other than matlab is installed.
The deploytool in Matlab works as expected but if I use the compiled version I get the error:
C:\Users\SmartUser>deploytool
Error: Unable to load Java Runtime Environment.
: C:\Program Files\MATLAB\R2017a\sys\java\jre\win64\jre\bin\server\jvm.dll
The same error I get if I use !deploytool in Matlab.
The OS is Windows 10 Enterprise

Instead of deploytool, use mcc. https://www.mathworks.com/help/compiler/mcc.html
Also, since you do not have java runtime environment, use the "-R -nojvm" option, which means Runtime = no JVM. For example:
mcc -e myMainFile.m -a c:\Users\MyMatlabFiles -R -nojvm
