find value in matrix

a =

          3.00         16.00
          6.00         22.00
          2.00          6.00
          1.00         25.00
          4.00          4.00

I want those rows in which second column is less than a certain value say 15

 b= 2  6
    4  4

DO i need to sort or can I do it without sorting..

You can do without sorting:

b=a(a(:,2)<15,:)
