Is pcsegdist function of computer vision toolbox found in R2017b version of toolbox?

Hi , I have downloaded the computer vision toolbox that includes evaluating point clouds with various functions. For some reason the pcsegdist function is not found. When I use the function I receive the error "Undefined function or variable 'pcsegdist'." I have the R2017b version of matlab.
Please elaborate as to why this is so.

yes. I have navigated through this site multiple times. Can you point out how to exactly install/incorporate the function into my current computer vision system toolbox

You cannot. It is part of R2018a's Computer Vision Toolbox. R2018a's Computer Vision Toolbox cannot be used with any earlier version of MATLAB.
You would need to update your MATLAB to R2018a to use the function.
