How the centers are estimated at newrb and newrbe?

Hello.

Iam dealing with newrb and newrbe for mapping (208 x 100) -> (800 x 100)

It seems that both function estimate the centers, which is center for L2-norm of input vector, by themselves.

I want to know how they find the centers.

Also If there are some ways to input a preset centers into the functions, it would be a big help.
