How to comment on a subsystem to give important informations. Here the comment is 'unterschied V0.9.0<->v0.10.0'

That is not really a "comment". Most likely, it is a mask display. If you select the block, right click, select "Mask" then "Edit Mask ...", you will see the disp() command with the text.
