Does Matlab have a function to perform "line integral convolution"? So far I found only toolbox_image at file exchange, contributed by Gabriel Peyre many years ago, has this function. Does Mathworks plan to put in a better implementation of this function?

You asked about a Mathworks "plan". The people who know what is or is not planned are not permitted to talk about it without a Non Disclosure Agreement.
Myself, I have not seen any evidence that those operations are considered a priority to implement, but this is not something I have ever discussed with Mathworks.

You would have to ask Mathworks Sales about that. The people who know the answer to the question (one way or another) are not permitted to post publicly about future plans.
