is it possible to detect an object in video with non static background?

Hi I'm using background substitution for detection and kalman filter for tracking an object in videos. But some videos in my dataset were not with static background. I mean the camera was moving a little bit, so the tracking was not perfect. is there a function that have a good detection although the video not static?

Not sure but if the camera is moving just little bit then one can use KLT tracker for tracking the object.
