THIS IS WHAT I HAVE DONE:
function A= matrixfn(m,n)
for i=1:n
for j=1:m
A(i,j)=i^2 + j^2;
end
end

Your output would be n x m instead of m x n
so it's i=1:m j=1:n

function A= matrixfn(m,n)
A = zeros(m,n) ;
for i=1:m
for j=1:n
A(i,j)=i^2 + j^2;
end
end
Save the above function in a folder. Go to that folder in MATLAB. And you can call it by:
A = matrixfun(2,2) ;
B = matrixfun(5,5) ;
C = matrixfun(6,9) ;
