Permutation of an matrix

hi,
I have an 4 x 4 matrix. i need to make permutation for that matrix. The result should be 24 x 4 matrix.
how to permute the matrix....?

Your result should not be 24 x 4!!
24 x 4 would be for permuting 4 entries, but you have 16 entries.
