It is part of the Robotics System Toolbox: Implement Simultaneous Localization And Mapping (SLAM) with Lidar Scans (link). (No version information is listed, although the addScan (link) function was introduced in R2018a.) If you have a that or a later version of the Toolbox, you should have the file.
