Hi I want to translate the below set of code in python. What can I use only with the help of numpy or pandas (without using tensorflow or pytorch)

MATLAB commands can be run in python by using the 'MATLAB Engine API' for Python. Here's some documentation to help intall the 'MATLAB Engine API' and getting started with using to write MATLAB code in python.
