modeling of fuel consumption

Hi, i am modeling the consumption of the fuel against the throttle position. But i am facing the problem of continuous update of fuel. I tried memory and initial condition block but getting wrong information. I just need suggestion and help to model it.

The question is pretty incomplete. Could you attach the model and then explain which input is causing the problem
