Object detection only recognizing 1 object instead of multiple obects despite me using bboxes?

It only does object detection for 1 surgical tool instead of multiple despite me using bboxes (the plural/multiple object variant). I'm not sure if there is more for me to edit in order to detect and label multiple surgical tools..
