You are using eeglab such as https://github.com/NBT-Analytics/EEGLABSVN/blob/master/functions/popfunc/pop_editset.m
You appear to have tried to use 'matlab' with a text file name when you should have used 'ascii'. Or possibly the file name you asked to load does not exist or is not readable
