Getting helper functions and objects

Hello,
I'm trying to replicate the modulation classification using deep learning example in R2018a but I cannot find the following functions:
Can anyone help with getting this functions?

These files were introduced in R2019a so the most straight forward way would be either updating or writing them yourself. Also keep in mind that the example was created with R2019a and there are other new functions which will not work in earlier versions.
