Reinforcement learning toolbox is not working

I am trying to use Reinforcement learning toolbox it's already installed but it seems like it need an external license
here is the output i got
Warning: While loading an object of class 'rl.agent.rlQAgent':
rlQAgent requires a Reinforcement_Learn_Toolbox license.
any help !!!

Remember that installed and licensed are not the same thing.
