how to classify plant disease using AOW-ELM algorithm

I am begginer for matlab and i do a project on plant leaf disease classification using active online weighted extreme learning machine algorithm. i am confused with the flow of my project. for example: whether the basic image processing steps(enhancement,segmentation, feature extraction) should be done or other methods(train the classification learner) should be done.
please help me.

How you decide you have to use AOW-ELM algorithm?
because.., running time of AOW-ELM is very low compared with existing machine learning algorithm
