Polyspace access web server not starting

Hi,
Running Polyspace Access Server R2019b on Ubuntu 16.04.
The Server was workiing but we were having problems uploading the example files.
So, I restarted the server and started the docker and cop-docker-agent.
Now, the Web Server fails to start (Breifly starts and then stops). I have tried Deleting and Re-provisioning the services from the web interface but it still fails.
We are not running https.

Started working again if I shutdown the User Manager, started Web Server then restarted the User Manager
