how do I resolve this error so I can tune my PID?

If you do not have a license for that toolbox, then you would need to obtain (such as purchase) one.
If you are using a network license and ver() seems to show you as having access, then possibly the license has a limited number of simultaneous users and all of the slots are used up; if so you would need to find someone using a license and convince them to quit MATLAB.
