i have a LTI system and i want to state feedback controller in matlap but i must not use acker and place functions.how i can this solution?

You can likely do what you want without using those functions. Pole placement is described in my linear control text, and is not difficult to implement.

Of course you could use a LQR, and if you wanted to, solve the algebraic Riccati eqn by any number of methods, e.g. care.m.

Is it allowed to use Simulink?

Basically you can check below link and videos how a state-space model created in Simulink.

The "Acker" and "Place" function will give you the feedback gain matrix K for a specified closed loop poles, Now to do state feedback control through the pole placement technique or by Ackerman method but without using those function's you need to calculate the feedback gain matrix K manually using the formula's or you can write your own script using the formulas which can give you those gains matrix. Another alternative would be to use the LQR , if LQR function is also not allowed you can solve the Algebraic Riccati equation for a specified closed loop poles to find the optimal gain matrix K.
