Predicting Electrical Demand Response from given information

I have a need to come up with a formula to accurately predict the need for Electrical Demand on a facility by looking at several parameters. Historical Electrical Demand, Historical Weather Data, Historical Electrical Usage, current weather data, current demand, current electrical usage.
I need to be able to look at a given day and determine at what point in the day the facility that I am working on will meet or pass its current Electrical Demand based on the variables listed above. I also need to look at the slope at which the Demand is rising and predict when it will pass the given target usage and target demand.
I am sure that someone out there allot smarter than i am can tell me how this formula would look and work. i am not a Math Major but I have this Idea that if we could predict when these events would happen we could save lots of energy of large facilities thus reducing the need to build larger power plants.
I believe that if we can predict the demand level based on historical information and compare it to actual data for any given day we could avoid reaching the Demand Limit and reduce the overall usage of a large facility. i figure if we can put a man on the moon and a Lander on Mars there is someone out there that could wipe this out off the top of their head.
