The breakpoints indicate the temperature values for which you need to have OCV and internal resistance dependency. The error message is a result of a matrix dimension consistency check that compares the OCV and internal resistance matrix sizes against the T and SOC vectors. If you don't have this information, you can arbitrarily choose a second T value and replicate the OCV and resistance columns, but please keep in mind that your battery behavior will not depend on temperature, which for Li ion is typically a very important effect.
