What can I do if i cannot start and uninstall MATLAB on windows?

I get an error message, if I try to start MATLAB (please refer attachments).

I also get an error message, if I try to uninstatll MATLAB.

What to do now?

I got this problem with the R2019a-version. Now i installed the new R2020a-version, but the older version is still installed and not usable.
