Hi,

I want to design a up&down counter which goes to reference value with unit delay and stays there.

For example let ref = 10, after counting to 10 from zero, if I change ref = 5 it should count to 5 from 10 and stays there.

You can use simulink to design this counter. Use a switch block to toggle between up counting and down counting. In order to give reference to counter by storing the reference value in 1-D look up table and increment the index to look-up table after the counter has reached the first reference value and so on.
