How can I change the meter scale fig file to tif file at the same ratio of array size

I have a fig file at a meter scale which is a illustration of a city. I want to convert it to tif file at the same ratio.

such as: to convert the x axes 0-2000 meter, y axes 0-1500 meter to 2000x1500 sized tif file matrix at rgb coulor map.
