Problem encountered in minimum step size

I am trying to analyze partial shading on PV panel. But when I reduced irradiance to lower values, I am getting an error message as
"Unable to reduce the step size without violating minimum step size of 2.2250738585072014E-308 for 1 consecutive times at time 2.2250738585072014E-308. This usually may be caused by violating algebraic constraints in the differential-algebraic system or by the high stiffness of the system. Try tightening the error tolerances, and/or the tolerances for computing consistent conditions. If the problem persists, please check the model 'PVPanel1' or increase the Max consecutive min step size violation parameter in the solver configuration panel [16 similar]".
I am using ode15s, Relative tolerance 1e-3, Number of consecutive min steps:1.
Can anybody help to solve the problem?
