how can i segment image into blocks

i want to design neural network for image compression , the first step is dividing the image into sub image then convert sub image from 2-dimension to 1-dimension input vector for neural network.

One way is using this file
Example:
A=rand(80);
subimages=mat2tiles(A,[8,8]); %break into 8x8 blocks
