Reading spectrogram data from file

Hello I have an ascii file that i generated using the spec application of seisan (file attached). The first column is frequency and the second column is power. This file contains 3 datasets. The first dataset has 25 headers. If you scroll down the file, you will find the second dataset with 10 headers and further down the file is the third dataset with 10 headers. I would like to create a code that reads the first dataset. Kindly advise.
