Assuming you have the Signal Processing Toolbox installed, you could use the FDA Tool to specify the parameters for your filter. Some info is here: http://www.mathworks.com/help/signal/examples/introduction-to-the-filter-design-and-analysis-tool-fdatool.html
Now that you have the required characteristics, export it to the workspace, and operate it on y using http://www.mathworks.com/help/matlab/ref/filter.html.
