I get the below error for uipanel when i define my figure as 'uifigure'. Here, 'uilamp' works
Error using uipanel
Functionality not supported with
figures created with the uifigure
function. For more information,
see Graphics Support in App
Designer.

What release are you using? The code below works in R2020b.
fig = uifigure;
p = uipanel(fig,'Position',[20 20 196 135]);
lmp = uilamp(fig);
