what is minimum requirment for matlab r2020. so that matlab work with good speed. ? and is core i3 ,4 gb ram , 250 gb hard is sutiable ?

4GB of memory is on the low side to expect good performance.
If the performance is too low, you could also consider using Matlab Online instead, which will only require a browser.

Core i3 with those specifications are designed as low cost machines with two cores and built-in "business graphics" designed for simple plots and displaying jpg and playing movies. They are not designed for performance.
The 11th generation core-i3 look like they are pretty limited.
Some of the 10th generation core-i3 are respectable speed with 4 cores, but any vendor that was going to use one of the better ones would put in more memory.
MATLAB will run on such a system but it will be slow.
