so i am looking at the weather conditions in five cities - five times and setting up a generator with
random (0,1) - cum probability of the cloud value
one cloud count - 0, 1
one cloud value - 0, 20
sum them up
cloudcount = sum of count of cloudy cities
cloudval = sum of values in five cities
