Plot figures in property editor mode automatically

If you open a figure and select either edit-figure properties or edit-axis properties multiple figures will be displayed in the same window, under separate tabs. Is there a way to make figures automatically appear in the same window like this?

These tools will 'remember' how they were configured when last used (docked or not).
