Need code for conversion of an image

hi, i need source code on how to convert the first image to second image. i did try used median filter but it doesn't worked. hope there is solution to my problem.

Here supposed to be group certain pixels in one group (read about qualtization levels). Same can be done using imsegkmeans function, which is K-means clustering based image segmentation
k=8; % Change the kth value as per requirement, number of segments
[L,C]=imsegkmeans(I,k);
result=label2rgb(L,im2double(C));
imshow(result);
