How do I use the upsampling layer?

I use the upsampling layer in MATLAB, but I want to use upsampling interpolation instead of the transposed convolution layer. How do I customize billinear interpolation layer??

I believe the functionality you are looking for is available in the resize2dLayer function that was introduced in R2020b. You can set the ‘Method’ property to ‘bilinear’ for bilinear interpolation.
