Why is my toolbar editor missing?

I am writing a simple GUI program using GUIDE in MATLAB R2013a and the toolbar editor is simply missing. It is not listed on the top list of tabs beside "Tab Order Editor" and it is also not an option under tools. This is a pretty crucial piece to be missing, since I can't add zoom or rotate to any plots in my GUI. Also, it may be related or not, but under preferences from the GUIDE, the only option on the list is "general," and I can not select from the long list that is shown in the tutorial videos, such as displaying the object names beside their icon in GUIDE. Any help would be appreciated.
