What algorithm is used by refinemesh.m?

Can anybody tell me what algorithm refinemesh.m uses to refine the triangular mesh (e.g. is there a paper reference)?

There is a brief discussion in the documentation here. There are some references listed in the documentation here; I assume references 4 and 8 are the relevant ones.

Yes, I read that algorithm description. I was hoping to find a citation of who invented that algorithm and a deeper analysis of what it does.
