Could anyone help me how to generate the round values like 1,2,3 in a cell array in a single step.

could anyone help me how to generate these values in a 15x1 cell array in a single step as I used the command for each row to generate it.

Here, first five rows should contain 1

next five rows (6-10) can be 11,12, 21, but cannot be 2 like (22)

and next five rows (11-15) can be 123, 321, 112, 221 but cannot be (333, 113).
