Point coordinates generation using for loop

Starting at
a = [0, 0]
I am trying to create a for loop to make i and j in "a" to do the following: [1,0]..[2,0]..........[9,0]
[1,1] [2,1]...............[9,1]
[1,2]..[2,2]............[9,2] and so on

OK, so did you do it? Do you have any questions? I imagine you came up with something like this:
for j = 0 : 2
for k = 1 : 9
a = [k, j]
end
end
