Most licenses are permitted a certain number of activations at a time. To obtain the number of activations permitted by your license option, please refer to the MathWorks Program Offering Guide:
If you do not have any additional activations remaining or the license will no longer be used on the current machine, we recommend deactivating the license on the machine:
After deactivating the activation for that machine, you may transfer the license by installing to the new machine:
If the new machine has the MathWorks product already installed, you may transfer the license by activating to the new machine:

If you stayed within the same geographic region, go ahead and use the same process.
If you moved between geographic regions, then you might need to get permission to transfer your license to the new region. For example if you purchased the license in a developing country, and then moved to North America, then you would need permission. The reason for this is that Mathworks prices regionally, and does not want people deliberately buying licenses in lower-priced areas and moving them to higher-priced areas.

You need to ask Mathworks Support.
Note: I do not work for Mathworks; I only volunteer to answer questions based upon my experience and memory of reading documentation and license agreements. I do not have access to the license database. As best I can recall, Mathworks has never implemented any license policy changes I have suggested.
