Is FreeDOS 9 supported for use with the xPC Target Embedded Option?

I am trying to use FreeDOS 9 with the xPC Target Embedded Option. However, when I try to load my application on the target PC using "xpcboot.com", I receive the following error message:

 Loading ...
 Address 197000 not available

The ability to use FreeDOS 9 with the xPC Target Embedded Option is currently not available. To work around this issue, please use another DOS distribution with the xPC Target Embedded Option.

xPC Target 2.8 (R14SP3) and xPC Target 2.9 (R2006a) have been tested with FreeDOS beta8.
