I am creating a model of a cart sliding down a ramp using simmechanics 2nd - 2014A and I would like to include static friction. Does any one have any thoughts?

Stiction in Simscape Multibody second generation technology can be modeled using the Spatial Contact force block. Custom normal force and friction forces can also be modeled. See this repository for many examples, including one showing how to create custom forces:
