Hint: Use a for loop
[rows, columns, numberOfColorChannels] = size(grayImage);
for col = 1 : columns
for row = 1 : rows
grayLevel = grayImage(row,..............
Sounds like a homework problem so I won't do the whole thing for you. This should be more than enough to let you finish it.
